GeoLinks has been designated as an Eligible Telecommunications Carrier (ETC) in California and Nevada for the purposes of collecting Connect America Fund Phase II grant funding to deploy broadband services. Pursuant to that designation, GeoLinks will offer Lifeline voice service to customers within its designated service area.

Lifeline is a government assistance program that is supported by the federal Universal Service Fund and is administered by the Universal Service Administrative Company. The Company provides a Lifeline discount on voice or Broadband service to customers within its ETC service areas.

Lifeline is a federal program that lowers the monthly cost of voice services for qualifying customers. Eligible customers will get a monthly discount of $7.25 for voice services or $9.25 discount on Broadband Services.

The Lifeline program is limited to one discount per household. A household is defined for Lifeline purposes as any group of individuals who live together at the same address and share income and expenses.


A customer may qualify for a Lifeline discount based on:

  1. Income – You may be eligible for a Lifeline discount if your income is 135% (150% in California) or less than the federal poverty guidelines.

– OR –

  1. Participation by you or someone else in your household in one of the following federal assistance programs:
  • Federal Public Housing Assistance/Section 8
  • Supplemental Nutrition Assistance Program (SNAP)
  • Supplemental Security Income (SSI)
  • Medicaid
  • Veterans and Survivors Pension Benefit

Application Process

Applicants must complete a certification form for their state available at Once the application is complete and the Applicant has obtained approval to receive the Lifeline discount the Applicant may apply that discount to any eligible GeoLinks service. The discount amount depends on the service selected.


The customer will certify eligibility for Lifeline service with USAC. Recertification is required annually or at any time the qualifying criteria for the customer changes. Recipients of Lifeline service must notify GeoLinks when they no longer qualify for Lifeline service. Upon receipt of the notification, GeoLinks will discontinue Lifeline service. If GeoLinks discovers that conditions exist that disqualify the recipient of Lifeline service, subscribed services will be billed at the full rate. The Lifeline recipient will be billed retroactively either to the date Lifeline Service commenced or the date the Lifeline recipient no longer qualified for the service, not to exceed twelve (12) months.
